Hi Jeff,
 
Thanks for your email.  The following highlights some of the recent activity for the Packard Square project:
 
1.   The project has been bid out by a number of contractors, and we are nearing the completion of value engineering.  In order to make the project financially feasible, as we mentioned a month or so ago, it will be necessary to increase the residential unit count.  The overall footprint will remain the same, but some units will be shrunk in size to create room for more residential units.  The final count is being worked out by our architects, and we expect to submit updated plans for the administrative amendment to the site plan shortly.  Earlier we mentioned 13 units for a total of 243 but it is looking like the architects were able to fit in 4 more units for a total of 247.
 
2.   The financing is in progress, as we are working with the lender to finalize the underwriting.  We were hoping to get something from the City Assessor regarding the likely stabilized property tax bill as our lender is asking for that.  Apparently, Dave Petrak cannot provide that but any help in this regard would be appreciated.
 
3.   We have started calling nearby multi-family complexes regarding footing drain disconnects, but, it remains an open item since none of the parties we contacted so far want to participate.  We would like to set a meeting with the City on this to figure out the best plan of attack.
 
4.   We have been working with Kevin McDonald to try to finalize the Development Agreement.  We are hoping to see a revised highlighted copy of that soon from the City.
 
5.   As noted above, we'll submit shortly a revised set of plans soon for the administrative amendment to the site plan, which will include the earlier minor parking adjustments, and also the new unit counts.
 
6.   We are still waiting on the final approval of the environmental cleanup grant from the State of Michigan.  Our consultants at AKT Peerless have been in touch with representatives from the state, and they expect to hear back soon. We are trying to set a meeting with the DEQ next week to resolve any outstanding issues.  That approval is the key step to move forward with demo and removal of the contaminated soil.  We would like to begin this work next month if possible.
 
7.   The retail brokers are out in the marketplace, searching for a small grocery store to anchor the site.  Once that tenant is solidified, the rest of the retail leasing will begin in earnest.
 
8.   The lender may want to participate in a call with City Planning to understand the current development pipeline, and may propose times shortly.
 
9.   As mentioned above, we anticipate moving forward with soil erosion controls, hazardous materials abatement, demolition, and soil remediation - hopefully in February (in conjunction with the County's normal processes for these items as they relate to the grant).
 
10.  We are working with Kroger toward their final vacation of the premises, and to get their utilities turned off in anticipation of demolition.
 
11.  Baseline Environmental Assessments ("BEAs") are in progress for the lender, and the development entity.
 
Although many other things are going on in greater detail, we wanted to provide this brief summary to keep the City updated.

Things are going well.
 
Everything is submitted for the MDEQ grant and we are just waiting for final approval.  As soon as that is done, which we are expecting very soon, our goal is to complete the demo and soil clean up immediately.  The project is fully bid out and we will work to sign up a demo contractor immediately after the grant approval.  I believe we have to work through the county and MDEQ on the grant items, so we will do our best to push that quickly.
 
We are also waiting on the executed Development Agreement from the City.  We have requested some minor clerical revisions some time ago, and we need to review those before it is signed by both parties.  We are going to need that soon for financing.
